| The letter below addressed to the Board of Water and Soil Resources of Minnesota (BWSR) outlines the Minnesota Association of Townships concerns' on Governor Dayton's Executive Order 12-04. We also responded to the Governor with a similar letter. Our purpose in submitting a copy of this letter in rural agricultural publications is to make sure that all township officials and our agricultural supporters and colleagues are aware of the Governor's Order and may react appropriately. |

| The Minnesota Association of Townships is a nonprofit corporation representing Minnesota's 1,784 townships and nearly 9,000 officers. For the 79th year, the Association is hosting a 2 1/2 -day Educational Conference and Annual Meeting. This year it will be held at the River's Edge Convention Center in St. Cloud on November 15-17, 2012. Our theme is 'Townships Serving Their Citizens; Yesteryear, Today and Tomorrow.'
