DES MOINES, Iowa (March 21, 2024) – The Iowa Association of School Boards (IASB) is pleased to share that we’ve selected Michael Guanci as the new Associate Executive Director, Government Relations & School Finance, for the association. Michael will succeed Shawn Snyder, who is retiring on May 15. Michael is currently serving as the Senior Fiscal Policy Analyst with the Iowa Department of Management. He brings nearly 10 years of experience in legislative policymaking and advocacy from his time at the Department of Management and Legislative Services Agency.

Michael has been with the Iowa Department of Management since 2021, and the Legislative Services Agency for six years prior to that. During his time at the Legislative Services Agency, Michael focused on the school aid formula, projection models and processes for K-12 districts, fiscal and policy analysis of education legislation, and overhauled how education data was stored at the agency. Additionally, he delivered engaging presentations on complex school finance issues to both legislators and caucus staff. During his time at the agency, he was selected to sit on the steering committee for the Legislative Education Staff Network (LESN), a network of education policy and education finance legislative staff from across the country.

More recently, he’s overseen statewide salary modeling and program evaluations at the Department of Management, while continuing to serve as backup for the school aid formula at the department.

Michael will serve as the association’s lead expert on government relations, public education funding policy and school finance. As part of his role, he will oversee the government relations and school finance staff and serve on the leadership team.

Michael holds a Bachelor of Science in Community & Regional Planning from Iowa State University. He will begin at IASB on April 16, 2024.
